Houses passes bill with $5k Volt tax-credit, mandatory alternative fuel pumps

Most know House Resolution 6899 as the offshore drilling bill, but it also contains the plug-in tax credit that Toyota complained about yesterday, as well as a mandate that all gas stations offer an alternative fuel pump by 2018. The U.S. House of Representatives passed the bill today with a vote of 236 - 189, and the details of the plug-in tax credit are different than what Automotive News reported yesterday.

Kicking Tires reports that the tax credit would apply to any "new qualified plug-in electric drive motor vehicle" with a battery of at least 5 kWh. It would start at $3,000 and add $200 for every kilowatt hour over 5 up to a maximum of $5,000. The 2011 Chevy Volt is the only plug-in vehicle officially confirmed for sale so far, and with a 16kWh battery would max out the credit at $5,000. The bill also reveals that the plug-in tax credit would have an identical lifespan as currently available hybrid tax credits, which means the first 60,000 vehicles per company that meet the requirements would be eligible, and the credit would be reduced by 25% then 50% before being phased out. If passed into law, the plug-in tax credit would take effect after December 31st, 2008, though the first eligible vehicle won't be available for another two years.

As for the section on mandatory alternative fuel pumps, it requires that every gas station owned by a major gas company have at least one alternative fuel pump by 2018. The bill specifies "alternative fuel" as natural gas, E85 or higher, biodiesel, renewable diesel or hydrogen. Any company not in compliance by 2018 would be fined $100,000 per station, though a $50,000 tax credit would be offered to stations that choose an E85 pump. Mercedes-Benz has taken the wraps off of its first hybrid passenger car, the S400 BlueHYBRID. Based on the S350, this mild hybrid pairs an electric motor/generator and the first lithium-ion battery in a production car with a specially tuned version of the company's 3.5L V6 driving the wheels through a 7-speed automatic transmission. The V6 produces 279 horsepower and can be aided by the electric motor during acceleration with an additional 20 horsepower and 88 lb-ft of torque, giving the drivetrain a combined torque output of 285 lb-ft and what MB calls an electric "boost" effect. Like most hybrids, the S400 features a start-stop function and regenerative braking, but since Mercedes didn't want any interior or trunk space sacrificed for batteries, the S400's special li-ion battery was made small enough to be placed under the hood with the engine. The only evidence you're driving a hybrid while behind the wheel is a special display embedded in the gauge cluster that shows where the energy is flowing at any particular moment. The net result of all this technology is a very large car that sips fuel at the rate of 7.9 liters per 100 kilometers, or what would be around 29 mpg in the U.S. The M-B S400 BlueHYBRID will be available in Europe next summer, and we expect to see it offered elsewhere, including the U.S., not long after.

The Dita Von Teese-style burlesque unveiling of the 2010 Ford Mustang continues today with another image showing the dash and steering wheel, along with brief glimpses of the new IP, seats and passenger-side door panel. Riveting, no?

We couldn't help using our elementary Photoshop skills to lighten up the artificially dark picture, and after a couple of tweaks of the virtual knobs, the new switchgear and matching stitching on the steering wheel and seats came into view.

Compared to the current 'Stang, the new dash is more steeply raked and the materials appear to be of a higher quality, but until we're able to run our hands over it all at the LA Auto Show this November, we can't be certain.

The five previous teasers are available in our gallery below, and it looks like we can expect nine more images to be "unlocked" on the2010mustang.com between now and the its official unveiling.

Saab unveiled the 9-X BioHybrid Concept hatchback last March at the Geneva Motor Show, and it will be joined next month at the Paris Motor Show by this: the 9-X Air BioHybrid Concept. Both vehicles are said to herald the coming of a production Saab 9-1 small car, but the 9-X Air goes a step further and replaces the original concept's closed roof with a flat-folding canopy top that's said to celebrate the brand's history in the convertible building business. Aside from that, the concepts appear to be almost identical right down to sharing the same turbocharged 1.4L Saab BioPower engine producing 197bhp. We'll bring you more pics and info of the Saab 9-X Air BioHybrid Concept straight from the show floor in Paris next month.
